Starfire listened to Avro tell them about himself first before deciding she will go next. Of course the TARDIS warned them about someone or something else out there which Avro explained. After he was finished she started speaking.

"I am Starfire. I am from the planet Tamaran and the people of my planet have superhuman strength, flight, as well as starbolts. Each ability is triggered by some emotion." She left out the part of learning any language she wanted through lip contact since everyone here seems to be able to speak the same language.
