The way I saw it would kinda be like it is in the animal kingdom that venom like that is actually really hard to make and wouldn't really be able to get it made in a fight without making himself very vulnerable. I mean saying that Nagas use earth magic in a poison sense in the op , but that they can't kill with it is a bit odd.
