It may pass slower or faster in one place relative to another, but from your own perspective it always goes at normal speed. Well, i asked because that raises kind of a problem. Now that blurring can deactivate at will, it's for all intents and purposes just his version of sprinting, which would place him in tier 4 as he can go faster than the max of tier 3. In fact, it could be argued that that was the case all along, since speed is speed regardless of what causes it. I'm not sure if an ability that temporarily boosts someone's speed should be counted towards the speed limit, as i don't think we've had a character do that here before. I can only assume it does though. Now, i think what you need to do is decide whether you wanna be tier 3 or tier 4 and adapt yourself accordingly.
