Flag:[img=http://www.nationstates.net/images/flags/uploads/everglow__444566.png[/img] Form of Government: Constitutional Empire Describe the System: At the top of the Empire there is the Emperor or (More often then not) Empress. During their reign, the current ruler may take on as many or as few students as they deem fit in order to try and mold them to be the next ruler of the empire. Ever since the foundation of the empire it has always been a fundamental law that anyone from any tribe, clan or social position could be selected as a student of the current ruler, provided that they had traits that the current ruler deemed acceptable to have in their heir. Just below the Imperial Throne is the Senate. Made up of the elected representatives of their various demesnes of the Empire, the Senate of the Incorporated States of Everglow was founded when the Empire was first formed in order to give the various different peoples that made up the Empire a voice in the political landscape of their nation as well as acting as a balance of power to the Imperial Throne; Hearing the old tales of tyrants with total control of their lands going completely insane with power and the damage they caused, the founders of Everglow wanted to avoid making the mistakes of the past. At the time being, thirteen people make up the Senate. Twelve elected representatives and the current Emperor or Empress. The Emperor or Empress's vote counts for three, giving their opinion weight but not enough so that they can outright control the Senate. The Senate is the main legal body on the Empire, with most laws and all courses of action that effect the empire as a whole being discussed and voted on within it. The most well known duty of the Senate is voting on who shall be the heir of the current ruler. The Emperor/Empress presents the students they selected to teach the ways of leadership to the Senate and the Senate votes on who they believe would be best to take over the mantle of leadership. The Senate as a whole has three possible options per candidate; Vote in support of them, Vote against them or do nothing. The Senate can vote once per candidate; It isn't strange for someone to vote in support of more then one candidate if they believe that either of them would make a good ruler. Below the Elected Representatives of the Senate are their respective demesnes. Where the Senate decides the course of the Empire as a whole, the Demesne Governments tend to be more focused on the day to day affairs of their respective territories.
