Snoop yes, but not start a fire fight. Snoop implies secrecy. I can remove that from your orders if necessary, she has nothing on him. He's just a new player on the board which is why she wants to know more about him, hence why she assigned Cad to one of the patrols made up of his men. You weren't meant to go all agro and start the thoughts of having a fight.
