Starting them is probly out of my leauge, as allthogh I have no trouble createing and maintaining a fantisy world I would have trouble keeping up with the times and organisation required for the stringent rules.

You say it's out of your league right now but don't dismiss it completely. Get some some practice with a few roleplays and learn how RPG works and you might find yourself in a position that running a roleplay will be fine. Who knows, you might find some people interested in starting up a roleplay with you having to do with your story or something similar.

ya, but I know how to do this stuff... I just dont like haveing to run it 24-7... I'm more of a non-malisios grand phisere type o' guy
