Kokonoe is banned from tournaments pre 1.2.

She's okay now, but she's still got a ridiculous amount of pressure, rushdown, damage, combos off of almost anything, zoning... Yeah. It's pretty damn ridiculous. The only thing that was a problem and warranted ban is her unlimited blockstring on release.

However she is still considered S tier on the low effort side.
