I would say that to effect something she has to be able to see/focus on it. If a speedster is zipping around or a teleporter is blinking around faster than she can keep track of, she can't just tag them with her power. With a lot of focus and practice (i.e. if she totally masters her power, not the skill level she has right now) she might be able to effect surfaces that she knows are within her range but can't quite see (for example increasing the friction between an engine's cylinders and their pistons to keep a car from running), but this isn't something she can do yet. The best she could do right now is increase the fluid friction of the air within her range to increase parasitic drag around the speedster while they move through her area-of-influence; she couldn't just stick them to the ground with static friction. The teleporter, she can't do much about. Worse still, even if she does manage to get the teleporter with her power, since it changes the forces between two specific surfaces, if they teleport onto a different surface it'd undo her power (i.e. if she stuck them to an asphalt road, and then they teleported onto a concrete sidewalk, it'd unstick them).
