Alright, I've nerfed the electrocution ability and made a few other small edits (he's slightly stronger now since I started using metric units in all my characters and figured I should convert this one over too since I was editing anyway), and the charging mechanics I describe for his ability will require specific approval since they're altered from what is specified in the OP. I'm hoping that having it as a melee ability (with conditional ranged applications) will make the retaining of his mobility a viable change. Otherwise his opponent just has to move away faster than he can walk and they're safe.
