Taylor told Ruby she was about 2-3 times more powerful than their other Technopath so he's probably for R&D only. And no, Technopaths aren't that common but there is a fair amount of variation between them. Some are inventors, others tinkerers and most are hackers. But no, they're really very rare! When Ruby was first created, she was the weakest Meta here. Now she has power armour, she has been levelled out with others in terms of fighting. What I'm trying to emphasize is it's the armour that gives Ruby the advantage; remove it and you have the weakest meta again.

No one escapes Avalon. I don't know whether she'd be in the normal high-security prison part of Avalon or the sleeper facility. If she was in the sleeper facility, she'd be in a coma. Honestly, I don't think Bee wants the reformists to raid Avalon so that might not even happen!
