While there are limits on children per family, (adopting lacks this limit, for any children without a family.) there are still elections, freedom of speech, et cetera. The Dallas dome is one of the ones that attempt to maintain at least some semblance of former life, along with parts of the NYC dome, and the Atlanta dome, as far as Domes in the US go. As to other domes outside the US, I don't know enough about foreign laws, but for the most part they will not have devolved into tyrannical dictatorships. So people will still gather to protest over something, you'll still find waffle houses (though there isn't any actual meat raised on farms and such, that'd take too much space. As such, "meat" is primarily soy based, and for the most part is close enough to the real thing that most people don't raise too much fuss), you'll see people going to the movies, there are shooting ranges (this [i]is[/i] Texas, after all, grocery stores and so on. As far as the government itself, it's not unlike a miniaturized version of the US government today, though there are two people in the position of "president" kind of like Roman consuls, the Senate being drawn from different city districts, so on and so forth. Judging on a scale of "tyrannical" to "benevolent" or 1-10 (10 being benevolent), the Dallas dome government would be about a 7-8, or "Not too bad."
