Hmm, it'll be a combination, actually. Essentially the dome says "Hey, anybody interested in going outside and grabbing some useful stuff for us?" and anybody with the gear and the guts to do so can apply ahead of time and show up, and in some cases (such as my own character, whose sheet which should be up sooner rather than later at this point) they don't have a choice. While there are occasionally privately funded and organized groups that go out, for the most part and in this case, it's the government of the dome setting up a scavenging group. This tends to happen once about every three months, but not many people have much of an interest in going outside (wonder why?).
