Reaction time is the delay of perceiving, processing, choosing an action, and putting into motion that action. The speed at which the action is done is then a matter of physical ability.

Edit: Also Batman is not really dodging a bullet in your scenario. He is predicting the path of the bullet and moving before it is fired based on his opponents behavior and movements.
