if you couldn't tell i havent really worked out the kinks for this plot yet. I'm gonna go ahead and say that The Seekers weren't powerful enough to get Toku until his seventeenth/sixteenth year, and (here's my cheaty writing happening) the way that they discovered he was the avatar was from their secret weapon, a spirit they had captured just a few years prior. They had finally gotten it to talk after some torture, and since it is able to read a person's spiritual energy they quickly found Toku and just snatched him right up rip in pieces
