@Scallop - Sorry for missing you.  

Few things with the sheet.  First off his 'off the wall' personality is very close to what we have with Madcap.  One is alright for the dynamics, but with two 'insane' guys that's just asking for trouble.  Fenrir wouldn't accept both on the team.  

You need to explain his powers better.  What is the limits of his speed, and his ability to control electricity?  

You list stupid people as one of his weaknesses.  How is that a weakness?

His bio is the main cause of concern.  If the father was so irresponsible wouldn't the authorities have taken Dexter away from his long before he reached his tenth birthday?  At the very least they would have been clued into something being amiss when Dexter never appeared for school. 
How does he not know how he came upon his own tv?  It doesn't sound like his father would have bothered acquiring it, not without the intention of then selling it on for drug money.  
What did he do with his fathers body?  Did he just leave it to stink up the place.  If not then that's certainly when the government would have taken a hand in Dexter's development.  
And I just can't understand why suddenly gaining powers would make him turn his life around so suddenly, when before that he seemed to disconnected with the world around him.  Its not enough to say he got powers and now he wants to be a hero.  
Also the Outsiders aren't publicly known yet.  They haven't even finished their first mission yet.  So far all the members have been personally recruited after doing something of note, or having something to offer the team.
