Arbiter is extremely predictable, both visually and technically (Visual Predictability: the sword begins to alternate between colors instead of remaining red). The only unpredictable thing about its activated form is [i]when[/i] Yukihisa decides to use it; other than that, anyone can see it coming. That's also why Yukihisa doesn't use it that much, despite its high potential.
