His Illusions MAY be near perfection if he devotes all his concentration on said Illusions. The more sorts of illusions he has to whip up, the harder it is going to be for him to keep the perfection up. Wave of the hand illusion will not be perfect in some way. 

He may be a pure illusionist but, as you say, he is young and there have to be others that are better at him, older and wiser masters.
