I mean. There is nothing that's "balanced" in One Piece. There could be Logia's before the New World, even before the grandline. The reason there's the least Logia users is because there's fewer Logia fruits than of the other fruits.

So if we would have 5 DF users, out of which one was a logia, that wouldn't be odd.

In a OOC-Balance point of view though, I could argue that would be a little overpowered.
