What you think of as grammar is prescriptive.

A grammar is a vague mental algirithm speakers of a language use to generate functionally limitless instances of sentences within a language. The only way to know if a sentence is grammatical is to ask a native speaker if they would say it, or if they think it looks right. The reigning theory is that forming and using mental grammars has a biological/genetic basis in humans. 

You're taught prescriptive grammar in school to prevent you from forming types of utterances that you naturally learned to make.

That is the correct interrogative. Notice movement of the highest x-verb. In this case it is the only one.
