Dude, Thomas Blake works as a thief primarily. Sure, he's a batman-knockoff, but Batman has DEDICATED his life to doing what he does, and so has Owlman with CONSIDERABLY less restraint than Bruce. 

Thomas is not his equal, but he can come close.
