As for the ratings, I agree with you on Beau. He just hasn't consumed enough metas yet. Harper has such a big range in rank because if he is knocked out and put somewhere where he can't get his bearings or if he suffers a concussion, his main power is rendered useless leaving him with only point blank offensive capabilities and only a mental defense, his physical defense being sub-par to most physical powered metas.
