Hmm... Well, I can't see anything that strictly says that ESPers can't use magic. I get the Madou uses regular Pure Energy, and ESP uses Genetic Pure Energy, but can't an ESPer just [i]not[/i] use their GPE and use the PE in the air as a power source for their Madou?
