Hugo would have to spill blood first. This would also mean he'd never die from blood lost. He has no regenerative abilities though. He can just say walk over someone bleeding out and he would make contact with the bio liquid and either form into something on the lines of a sword, axe, or shield. Or just use the blood as a powerful projectile. It's basically water bending without most healing properties. Seeing how it's blood though he can only be supportive due to the amount of blood present in a fight. Only the blood that breaks skin is available. Siphoning blood (drainage) won't be a skill he learns for a while.
