1. Wasn't the government. A covert research group going by the name of Somniatis. More will be revealed about them later.

2. The endgame goal of the Zoners will be to try and sever the link to the Zones so that the enemies will be unable to invade Earth anymore. Until that solution becomes possible by some means, the Zoners will have to hunt and kill specific targets before they grow too powerful. I will be putting up bounties and the like for players to go after, [i]or[/i] they're free to make up their own.
