[B]Biography[/B]: 

There isn't a lot to say about Tsumiki's past. He was born blind, but never showed any trouble moving around. When he was old enough, he would tell people that he wasn't blind, his eyes just didn't work. It didn't take long for people to figure out he was an Esper, and send him off to Academy City. There he was tested and trained, eventually selected to learn at Hybrid Academy. 

During the five years between arriving at Academy City and enrolling in school, he joined Judgement to help fulfill his sense of duty. He's been in several close calls, dangerous chases and fights, but those are details for another time.

[B]Skills[/B]: Tsumiki is extremely well versed in Biology and Neurology, and only slightly less versed in Computer Sciences and Mechatronics. His physical abilities fall far behind his mental ones, but he's no slouch either, and his free running skill combined with his knowledge of the City's layout makes it hard to escape from him. He can also cook extremely well, but rarely does it.

Touch control

Tsumiki can take control of a person or animal by touching them, sending small electrical impulses through his hand into the targets nerves. He can also "see" by sensing the Bioelectricity given off by living things around him.

Special Skill - Lockdown
Tsumiki can cause the person he's touching to freeze in place by locking their muscles. The effect continues after he lets them go for around an hour unless someone releases it.

Signature Move - Force Skill
Tsumiki can actually force someone he's controlling to use their ability if he knows how it works, whether they are an Esper or a Magician. In order for it to work, however, he needs to know not just what it is, but the exact process they take to activate it, and for a magician's spells the exact formulas involved. He can usually learn these by tracing their brain activity through touch when they try to use it.
