Well, if unclaimed land exists, [i]someone's[/i] planning to take it. Everyone, unless a specific GM rule would say otherwise, will want to expand their borders, because everyone wants more land to work and build on and exploit for resources, which will lead to conflict. It'll also be a bureaucratic nightmare for Sini, the GM, to decide what's on the land that nation took, and how much they can expand in one go.
