Well, besides him trying to hurt you, I can't really think of any that can track him exactly. Meta tracking stuff will onky give you a general area of around a 10-20 ft radius at best(Metas with these abilities) and 10-20 meters at worst(Meta tracking devices). 

[@AcerRo] I just realized that Damien could possibly beat Eli, cause of advanced healing and his ability to absorb energy. Insomnium could also trap him in a shadow construct, siphoning out the oxygen with special vents and fans to keep him from trying bust out of them.
