That's a good question. I'm going to say: Yes. I'm also going to say that I don't expect anyone to keep track of how many charges they have left. Rather, an enchantment running out will be either a scripted or random IC event. I think that'd be best.

I'd say not anime, because the graphic style is hard to reconcile with the Elder Scroll's more realistic visuals. Otherwise, I'm not fussed. Still, you could just describe their appearance via text if you're at a loss.
