I agree with that. If you think about it, it's really the only thing that makes him as strong as he is. Sage Jutsu,  Rasengan, and Shadow clones is all he has going for him. Other than that he is all Taijutsu, and mediocre at that. The fact that he won't stay down is what eventually leads to him winning most fights lol
