That is a good question. Haruhi's weakness would be against any shinobi that has some ability to impair her vision or hearing, as she greatly relies on both. Her sensei (Mika) can use a mist Jutsu and she is also a pro at silent killing. Haru has never beaten her in a fight because of this. Having visibility reduced coupled with a person who makes no sound while moving is her worst nightmare.

When I played her in my other rp, she was also terrified of the dark. I'll probably have her be the same way in this one. She hates traveling at night, let alone fighting as she gets paranoid that somebody will sneak up on her. Due to a traumatic expirence when she was younger, it can even get to a point where she literally cowering into a ball and cries if she were to be trapped alone in a dark place.

Long story short anyone who can use a fog type jutsu, or hell even smoke bombs for that matter, frazzle the hell out of her. I suppose also someone who is a puppet master would be a challenge since she has only one long range jutsu, though I've never faced one with her so I wouldn't know.
