You must understand that Neptune is indifferent about fighting. He's just been unlucky enough to have to constantly be involved in it. The best way to put it is that he views it as a necessary evil, but just because it is necessary doesn't mean it's any less evil in his eyes. He'd try any other option than fighting if given the time to, but he tends to be logical about his choices. He'd fight first and ask questions later if time didn't permit diplomacy or nonviolent cunning.
