Problem was it was hardly pragmatic, no human ruler could ever effectively do such a thing, the feudal system was in a place for a reason, a commoner reports to the mayor or elder, who reports the to local lord, who reports to the local duke, and so forth. Really a king was only expected to deal with twenty some odd direct vassals.
