Hah, what U Thant wants and what the powers want are definitely two different things, but yeah. :) But since troops are recruits in the mercenaries, maybe a blue hat that decided 'fuck peacekeeping.' I'd be fairly loose as to which nations are doing the peacekeeping -- but they wouldn't be the Brits, French or Belgians for certain, and I don't think the ANZACs or Canadians would contribute either. Definitely not the US and the USSR are behind the guerrillas, so they might in turns view the UN presence as something they can manipulate while also viewing it as an obstacle. By the same token, not Portugal; the UN didn't seem to tap nations with a colonial presence in Africa for peacekeeping duty in Africa, which means the Rhodies and South Africans obviously wouldn't be consulted...not to mention the politics.
