If we get bored playing around in one setting, we fly our happy butts to a new one. RPG describes my idea of steampunk pretty well; futuristic technology existing in the past. So, although the cities, vehicles and such are advanced, things like the way the government is run is still dated. I didn't have a specific date I was aiming for, figuring it would be more flexible that way. So, where executions and stuff are still considered acceptable in the law system, as well as just the general mistreatment of the lower class. So, think child labor, slave trade.... all that good stuff. As far as to your question on weapons; do you mean like the exclusion of magic and such? If so, I wasn't planning on including stuff like that, so I guess you would say they'd be reliant on weapons. (Swords, early style guns, cannons..... stuff like that.)
