If I'm handling a convo I just write it up and drop it even if it is short. 

There is no need to fluff it up with filler unless your dialogue is going to be really long. Then you add stuff to break up the monotony of WORDSWORDSWORDS.  

I find "higher" level freeform has the more=better mentality so you get a bunch of text with a  whole of nothing layered on the  actual stuff happening. 

Also the terseness of the pargraph suits my character just fine.
