At the tier you encounter it, as I said, you have methods of countering it. However, at the tier you can start encountering 'speedsters' you run into more problems. It is a lot easier to explain super speed to the degree that it is just as indefensible. There is no 'small chance' if your opponent has no time to react - which super speed can accomplish.
