Basic idea is kind of as follows.


-Child of political criminals in Not!Russia
-Raised by political extremists
-Parents executed by Not!KGB at a young age
-Drafted into Not!Balkan War as a child soldier
-Speaks out against gov't, gets put in prison
-Learns nuclear engineering from an imprisoned scientist
-Genius intellect allows him to build a functional nuke at 17
-Nearly kills self with radiation poisoning, cybernetically enhances own body to survive
-From that point on an anarchistic terrorist, bent on dismantling every world government

Some details missing here and there but that's the basic idea. He would basically be an established, recurring villain by the start of the RP, and the resurgence of magic is giving him new tricks and making him even crazier.
