Probably because of their different up-bringing.  Jiang understands the world that he lives in and he's worked in harsh situations before.  Survival is his main desire, survival for everyone.

As for the QOTD:  Jiang would turn against Shima if he lost his way and became dishonorable or turned out that he was maliciously using the people.  He would also turn against Shima if he found Shima and his loved ones at odds with one another and there being no peaceful ways to reconcile.
