I'm not the GM, but if he was that concerned about roundup I feel like he wouldn't fill it out at all. That might be totally incompatible with the application. They let me do an OOC bit for mine (my character was a touch confrontational about filling it out too) so that might work?

Or, maybe he thinks himself too smart to be apprehended. Smart people are easier to trick.
