He did, just very briefly. He was behind cover, threw the pouch while he was still behind cover, and shot at the pouch just as he was coming out. It's just that I don't think the mind will be able to process that action fast enough to react and retaliate accurately in that span of time. Unless they were trying to predict his movements, but these are crossbows and take forever to reload. Prediction shots would be a waste of time and ammo.
