The ideas I'm leaning towards tight now is superman where kal el landed in metropolis where he was adopted by a police couple.  His a bit conceded and rock star bigger than life but means well.  Is a musician and became superman when he saw his parents struggling maintaining the orders they get thrown at them by this new government.  So he takes up arms to break through due process in dealing with crime since after all, who's going to tell him no?

Otherwise the idea was captain marvel who has a back story more akin to wonder woman.  Prince in a faraway land but forced into exile by black Adam.  Again means well but has a hard time adjusting to the poor American life.  Still has his whole shazam powers.
