I think the answer to the riddle is the IC-- as in Interest Checks right here on RPG.

The first part of your riddle is pretty broad, purposefully so, I think-- it can really mean anything if looked at alone, the Womb, Shark Tank, a Drawing board, a person's mind, maybe where a person was when they got an idea. "birth comes to fruition" and "Idea becomes reality" probably mean that this is the place where ideas take a physical form in reality, and maybe I'm looking too far into it, but that capital I, I think, is a kind of hint within a hint. Does the answer start with 'I' maybe? 

Probably not, I'm probably super wrong.

This is what got me thinking of this website-- Interest Checks are full of competing ideas, each an experiment of their OP, permanently the newly developed idea, a beta when compared to the actual RP, both ground zero and a firing range where ideas compete for interest.
