We much rather keep the focus on force users due to the fact the story is primary focusing on the differences between those two fractions, namely how far you can push the gray area before you're considered a Jedi or Sith. Including motivation and reasons for their paths and points of view on it. It would be harder to show and explore with non force users when they aren't directly connected to the story's main purpose. They don't need to worry about being tempted to one side or the other because in the struggle between two, a non force user's support makes little difference in their war.

As Sep said, in this era most force users are being snatched up fairly quickly because of the war. Namley to keep the other side from getting them from my understanding.
