No for the monarchies they are humans like us but think of it like our pirate ages, their were the Spanish colonies, dutch, etc you know. Although later on I might introduce some cyborg colonies or empires. 

As for the crew we will have npc crew members like a few deck hands a cook or two but the important events are lead by the rpers
