Yeah.... Shade covered my thoughts exactly. In his current state, I cannot accept the Tormentor. 

Now, I'm going to make some notes of my own. 

You don't seem to get the setting all that much. I want interesting characters with actual personalities, depth, backstory, and motives. The Tormentor... doesn't have any of that. I know I said I'd allow some criminals, but not like [i]this[/i]. He's just a videogame character, no real personality. I literally can't swallow a single thing about him. Why does he kill? Where did he get all these weapons from? And more importantly, [i]how isn't his ass dead[/i]? Even if he blew up the police force, then what? He'd still have a very pissed off police force going after him (Presumably with dogs). Police aren't going to chase him around with the Benny Hill themesong in the background - they don't operate like cops do in GTA. They're going to lock down the area, and search the area with dogs, then find him, and put his ass down. I doubt he'd have the entire District locked down with bombs.

I just can't believe this character one bit. So I'm telling you this, give him some humanity, and tone him down. This isn't a playground of destruction.

Edit: I'd also like it if you explained his power a bit better.
