Well you don't have to control all of modern-day USA. I don't think there would've been Manifest Destiny or the Louisiana Purchase, but it's your history so I suppose you can do what you want. But I don't really see the fun in putting yourself under the thumb of another player.

EDIT: And I don't see any reason why you [i]couldn't[/i] do it. But you'd need to find someone else willing to be Great Britain. You'd still need Vanguardian's OK, but I don't see any reason they'd actively refuse.
