Well how contracts work comes in two fashions. Yes a lot of them come right off of the holonet off of what we can presume is a sort of bounty board, if you've ever watched Cowboy Bebop I'd like to imagine it worked sort of like that. For those usually it is just Nik and most likely Olan deciding on which ones to pick. The other way comes a lot more randomly and that is basically your old fashion form of street justice, either somebody on team hears of somebody doing some bad things or a troubled citizen comes to them and ask them for help dealing with a "problem."
