I have to wonder if it'll end up coming down to the more democratic route of voting and personal preferences... Honestly, I think more personal care would be best in the beginning, since the universe isn't [i]too[/i] well defined yet. And I would be inclined to think that we'll start once everyone who has a spot has submitted their character, which should hopefully come along soon. Hopefully.
