There were some special rules if I remember. Until it's confirmed, use [url=http://1-dot-encounter-planner.appspot.com/point-buy-calculator.html]a point buy calculator[/url] to equal out 27 points. After doing that, roll a d10 (called an ancestral roll by [@MonstrousMan]), and depending on what your roll is, you're allowed to put that many points in other spots. It's an honor-based system, so we're relying on people not to cheat and say they got "10" without actually rolling. So far, only one person has rolled a legitimate 10. I think I rolled a 4 or a 6 for Yuuka, I can't remember.
