Human, sure, but what about dragons? Do they have a conencted enough structure to formulate a set of general rules?

@ArenaSnowyes, they have two queens and two kings. One Nightmareset of Rulers and Sunscale set of rulers. Although they don't interfere much with their (what ever the word is for the peasants X3) they are there mainly to keep wars from breaking out between dragons, or humans and such.

How about a rule that tries to ensure Dragons don't form large factions that could start a war or rebellion?

also, there would be a rule aimed towards royalty, that they are not to mate with humans(because they can turn into humans themselves) cause that would really sturr up trouble

You could do a dragon, if you wish your dragon could be the last of it's kind, only it would be extremely old (like a thousand years in human years, which would be like him being 200 years old X3)

Maybe the dragon I make has a major role in the story?

Personality- xarzith kepesk is cynical about life due to other true dragons mocking him and his species for not breathing fire. Despite being cold hearted, he does respect those who show that are worthy of it. He is wise and likes to have long debate about almost anything.
Powers- xarzith kepesk is adept in water and wind magic. He combines the two with ease to make ice. He is known to make great blizzards hence his name. However his greatest is his dinvination (telling the future) magic. He did for see the arrival of the humans but he knew that he alone cannot change fate.
Bio/History- xarzith kepesk did not fight with the ret of his kin for he saw the future and knew that they were not going to win. His species was the first to attack so the mockery of the species would end. This just proved to be the downfall of them and almost wiping out the species except for xarzith kepesk. xarzith kepesk , after many years, sent a vision to the sunscale king about the return of the dragons and the dark days ahead. He said to the king that only the union of dragon and humanoids can save the land. He told the king that he waits close to peak of the mountain. Now he waits for the hero's that will save them all.

I wonder should I have a Nightmare royal... I just feel like wings are 'the' iconic mark of dragons in general. Albeit, they looked just wonderful in the illustration regardless of such.

I was considering having a dragon who could shift to human form who is ofof considerable age, now taking control of the Human kingdom in a scheme to eliminate his "former" bretheren, thus creating a conflict for the story.
